The
First Step: Manpower Request
Once an
MOA (memorandum of agreement) is executed, a manpower request
(or general job offer) can be made by the Healthcare Facility
to PRN, and it must include the following:
- No.
of registered nurses (RN) needed
- Qualifications
necessary for the position
- Entry
level salary
- Benefits
to be offered like vacation and sick leave, medical and
dental 401 K, etc…
- Functions
and responsibilities
- Other
terms and conditions such as the duration of contract (usually
a minimum of 2 years)

The
Interview
After
applicants have submitted all the necessary documents and
credentials, they will be interviewed by:
- Initially,
an RN manager of PRN in the Philippines
- Then
by PRN Director in the U.S., Lucy R. Babaran, B.S.N., M.B.A.,
who goes home to the Philippines on a quarterly basis to
screen applicants based on the needs of the Healthcare Facility
and INS requirements
- Lastly,
Facility is encouraged to send a representative who will
interview the applicants once the desired number of job
positions have been filled up
*If
a representative cannot come, PRN can videotape the interviews

The
Job Offer
The INS
lawyer requires that the employer gives a job offer letter
to the nurse applicant stating the terms and conditions of
employment such as the position offered, salary for that particular
level, benefit package, as well as to state specific functions
and responsibilities expected for the position offered. The
employer can also specify the basic qualifications that they
expect from the applicant (such as successfully passing the
CGFNS exam). When the offer is accepted by the applicant in
the foreign country (i.e. the Philippines), the contract is
forwarded to the INS lawyer in the U.S. by PRN for further
processing. Filing of petition is immediately done by the
INS lawyer in behalf of the applicant to initiate the immigration/sponsorship
process.

The
Processing Period
It
takes about 10 to 18 months from the time all the credentials
have been submitted to the INS lawyer for PRN to complete
the process of getting qualified nurses to the U.S. PRN is
only the coordinator and facilitator of the document processing
while it is the INS in the U.S. and the U.S. Embassy in the
foreign country (where the nurse will be coming from) that
actually do the processing. Nurses are being sponsored not
on a working visa status but as employment-based immigrants
(on an EB3 visa) which, although takes longer, is more beneficial
for both the nurse applicants and the Facility in the long
run.

Assistance
for Immigrant RNs
- Coordination
with HRD of the facility which sponsored RNs
- Meeting
the RNs upon arrival at the airport as necessary
- Assistance
in obtaining important papers and documents such as social
security, bank account, driver’s license, etc…
- Assistance
in the process of getting interim permit or RN Licensure
(whichever is applicable)
- Orientation
on the adjustments of living in the US and making sure the
nurses’ adjustment to their new environment is as pleasant
as possible
